There is a meaningful difference between being allowed to stay in a country and being settled there. A temporary residence permit lets a foreign national live in Ukraine for a defined purpose and period; a permanent residence permit (PRP) removes those limits, granting the right to live in Ukraine indefinitely, free from the need to renew a purpose-bound status every year. For many foreigners, the PRP is the decisive milestone — the point at which Ukraine stops being a place they are permitted to visit or work and becomes a place where they genuinely reside.
